Alebtong deputy RDC tasks LC3 chairpersons on PDM SACCO elections amid corruption concerns

The Deputy Resident District Commissioner of Alebtong, Mathias Lutwama, has directed LC3 chairpersons to take a leading role in supervising the upcoming elections of Parish Development Model (PDM) SACCO leaders, citing persistent governance challenges and corruption.

Lutwama made the remarks on Tuesday while addressing residents of Aloi Town Council and Akura Sub-county during an exercise to restore encroached local forest reserves.

He said the fresh elections present an opportunity to clean up leadership structures and restore public trust in the programme.

His comments follows a government directive ordering nationwide re-election of all PDM SACCO leaders, in what authorities describe as a “clean-up” exercise to address governance failures, corruption, and mismanagement reported since the programme’s rollout in 2022.

According to Lutwama, LC3 chairpersons must ensure that only competent and trustworthy individuals are elected to manage the funds, noting that inefficiencies among current SACCO leaders have cost many intended beneficiaries.

He emphasized that proper supervision will be key to preventing further misuse of PDM resources.

Under the new guidelines, all elections must be concluded by June 30, 2026. Aspirants will undergo a “fit and proper” vetting process conducted by an independent committee, supported by local leaders including LC1 chairpersons, Parish Intelligence Officers, and Parish Chiefs.

Elections will fill positions on both the PDM SACCO Board and Supervisory Board.

The process will begin with parish level special general meetings to elect vetting committees, followed by general meetings to elect substantive leaders.

In competitive races, voting will be conducted by lining up behind candidates, while less contested positions may be decided by a show of hands.

Newly elected boards will also be required to regularize outstanding audits to enhance accountability.

The Parish Development Model, launched in February 2022, is a government initiative aimed at transitioning 3.5 million households from subsistence to a money economy by channeling revolving funds through parish-based SACCOs to support production, processing, and marketing.
