Security agencies in Lira City West Division have announced a renewed crackdown on drug abuse and criminal activities in Barapwo, an area increasingly affected by insecurity linked to opium smoking, marijuana use, theft, violent crime.
The resolution emerged from a security meeting convened on June 19, 2026, at Barapwo Health Centre III, chaired by Lira City West Deputy Resident City Commissioner (RCC) Joan Apio, as leaders sought solutions to the area’s growing security concerns.
The meeting brought together the Mayor of Lira City West Division, the District Police Commander (DPC) of Lira City West Police Station, local leaders and residents.
Residents expressed concern over the rising levels of crime, blaming widespread drug abuse for the increasing cases of theft and attacks on community members.
Residents also accused some police officers and local leaders of releasing suspects arrested over drug-related offences, saying the practice has emboldened criminals.
One resident recalled that some suspected offenders often boast about their connections, saying, “We are stars, and no police officer can keep us in custody for long once we are arrested because many of them are our friends. So who are you to think you can arrest us?”
The community appealed to security agencies to conduct regular operations across Barapwo and reopen the area’s police post to strengthen law enforcement and improve public safety.
Responding to the concerns, DPC Allan Okello said police had directed every LC1 chairperson in Lira City West Division to establish 10-member village security committees. However, he noted that none of the cells in Barapwo had complied with the directive by submitting the required names of committee members.
Okello further revealed that plans are underway to reopen the Barapwo Police Post, citing the growing crime rate as justification for increasing the security presence. He warned that police would continue arresting anyone found using illegal drugs and cautioned residents against interfering with law enforcement operations.

During the meeting, RCC Joan Apio read out the names of individuals identified by residents as suspected criminals after community members voted them and allowed them an opportunity to respond.
Apio said Barapwo remains one of the security agencies’ priority areas due to persistent criminal activity and assured residents that operations would continue until law and order are restored.
Meanwhile, Lira City West Division Mayor Emmanuel Ebong Opeto urged residents, particularly the youth, to pursue lawful income-generating activities instead of engaging in crime.
He also called on the public to cooperate with security agencies by sharing information that could help identify and apprehend criminals.
