Lira City health officer sentenced in attempted murder case

The Chief magistrate Court of Lira has Convicted and Sentence to three Years in Prison the Lira city East division Health Educator Job Eluk .

‎ Job Eluk troubles stem from a case in which Walter Owino Atyam a son of Lira businessman filed against him in Court before Chief Magistrate Joe Fay Adoko.

‎The Health expert was battling 3 count among which includes threatening Violence, malicious damage and attempted Murder.

‎ Court heard that in 2025,  Job Eluk who is the Senior Health Educator for Lira city East division, had misunderstanding with the complaint  after complaining that he was engaged in Waste Management without prior documentation and written agreement.

‎ After the disagreement, the accused was found to have used excessive violence by using Iron bar for smashing the Windscreen of Walter Owino’s Vehicle

‎Earlier in the Morning, the embattled Job Eluk requested Chief Magistrate Joe Fay Adoko to allow him engage the Complaint and apologize to him for the Offense he had committed because he acknowledged the gravetiy of the case.

‎Eluk also prays for linent Punishment like allowing him to Pay Walter Owino because he is the bread winner at their home including taking care of his 3 Children and other Relatives.

‎ Presiding Magistrate Joe Fay Adoko was then Convinced with the request by Job Eluk and gave them two hours to go and settle the matter much the accused refused negotiations before when he advised him.

‎After two hours, the state Prosicutor JP Ogwang and  Raymond Ongom Counsel for the accused report to Court that the negotiations had failed after the Complaint refused all the requests by Job Eluk.



‎The Chief Magistrate Joe Fay Adoko then proceeded by reading is ruling saying the gravity of the case was  much, attempting to stab Owino Walter using Iran bar means the accused had bad intentions to kill and the maximum punishment would amount to life imprisonment.

‎To make matters worse, Adoko said Job Eluk being a government servant could have allowed law enforcement officers to execute the enforcement on the Complaint and by so doing by himself means he can’t be trusted with government and public Office.

‎”Such person like Job Eluk who is short tempered should be isolated from the public so that it sends lessons to other Civil servants who still think alike” Joe Fay Adoko ruled.

‎The Chief Magistrate in his final ruling earned Eluk a fine of Uganda shillings one Million or faces two years in Prison for threatening Violence, Uganda shillings one Million for malicious damage or spends two years in Prison and three years jail without pay for attempted Murder and he will spend all the Conviction concurrently.

‎He also ordered Job Eluk to pay Owino Walter Atyam with 10 million shillngs as a Compensation and must be cleared within 90 days.

‎The Convict has 14 days to appeal the Court ruling in case he is not Convinced with the Punishment given to him.
