Fred K. Bamwesigye has assured the country that Entebbe International Airport is fully prepared to handle the influx of dignitaries expected for next week’s presidential swearing-in ceremony.
Speaking during a media briefing at the Uganda Media Centre on Friday, Bamwesigye said the Uganda Civil Aviation Authority has finalized operational plans to ensure smooth arrival and departure of high-level guests.
“As the nation’s primary gateway and first point of entry for international visitors, Entebbe International Airport will play a central role in the arrival and departure of dignitaries attending the ceremony,” Bamwesigye said.
He noted that UCAA has already conducted dry runs and upgraded key airport facilities, including the VVIP terminal, to guarantee seamless operations.
Bamwesigye also revealed that Uganda’s aviation industry suffered major setbacks following disruptions in Middle East airspace earlier this year, affecting airlines such as Emirates, Fly Dubai, Air Arabia, Qatar Airways and Uganda Airlines.
According to UCAA data, international arrivals dropped by 7.9 percent in the first quarter of 2026, while departures declined by 8.5 percent compared to the same period in 2025. Cargo exports also registered a sharp decline of 28.9 percent.
Despite the challenges, the aviation sector recorded growth in aircraft movements and transit passenger traffic, an indication of continued confidence in Uganda’s airspace.
On Hijja operations, Bamwesigye said thousands of Ugandan pilgrims are expected to depart for Mecca through Entebbe International Airport between May 8 and May 20 aboard airlines including Emirates, Qatar Airways, Air Arabia, Ethiopian Airlines and Fly Dubai.
“We strongly advise all departing passengers travelling during this period to plan ahead and allow additional time for check-in and other airport processes,” he said.

The Uganda Police Force has finalized security and traffic management arrangements ahead of President Yoweri Kaguta Museveni’s swearing-in ceremony scheduled for May 12, 2026 at Kololo Ceremonial Grounds.
Speaking on behalf of the police, ACP Kituuma Rusoke said security agencies have conducted extensive threat assessments and are operating at a heightened level of alert to ensure the ceremony proceeds peacefully.
“We have finalized comprehensive security and traffic management plans to ensure the safe and orderly conduct of the Presidential Swearing-in Ceremony,” Kituuma said, adding that tactical response teams, rapid intervention units and static security personnel will be deployed across Kampala and along key routes.
Kituuma further noted that access to Kololo Ceremonial Grounds will be strictly controlled, with only accredited guests, VVIPs, VIPs and authorized service providers allowed into restricted areas. He added that all attendees will undergo thorough security screening before accessing the venue.
He also urged motorists and members of the public to cooperate with traffic police, follow designated diversions and avoid unauthorized parking, warning that vehicles parked in prohibited areas will be towed at the owner’s cost.
